As a Chartered Town Planner and founder of Tadman Planning Consultants Ltd.

Rachel is an experienced independent planning consultant, with over 30 years’ experience across both the public and private sectors. Having held senior local authority roles, including Head of Planning, before establishing her own practice, she combines detailed policy expertise with first-hand insight into how planning decisions are made.

Working mainly across Bristol, Bath, the Cotswolds and the wider South West, Rachel specialises in residential development, rural sites, Green Belt proposals and sensitive heritage contexts. She is known for clear, strategic advice and a pragmatic, solution-focused approach that addresses challenges early: understanding risk at the outset, shaping applications carefully, and guiding clients through complex planning landscapes with confidence and precision.

Rachel brings to True Value a depth of planning knowledge and a disciplined, risk-aware mindset that protects clients from costly missteps while unlocking development potential.
